أصدرت هيئة تنظيم الأوراق المالية الصينية وسبع إدارات أخرى بشكل مشترك "خطة تنفيذ الإصلاح الشامل للأنشطة التشغيلية غير القانونية العابرة للحدود في مجالات الأوراق المالية والعقود الآجلة والصناديق".

تفيد التقارير بأن المتطلب العام لـ "خطة الإصلاح" هو تنفيذ إصلاح مكثف لمدة عامين، وحظر كامل للأنشطة التشغيلية غير القانونية العابرة للحدود لمؤسسات الأوراق المالية والعقود الآجلة والصناديق الأجنبية، وتحقيق هدف الإصلاح المتمثل في "الحظر الحازم للممارسات غير القانونية والتنظيف التدريجي للمخزون القائم".

تشمل أهداف الإصلاح المؤسسات الأجنبية العاملة في أنشطة غير قانونية عابرة للحدود في مجالات الأوراق المالية والعقود الآجلة والصناديق، والكيانات المحلية ذات الصلة أو المتعاونة التي تساعد المؤسسات الأجنبية في العمليات غير القانونية العابرة للحدود، والوسطاء غير القانونيين الذين يستقطبون المستثمرين المحليين، والمنصات الإلكترونية ووسائل الإعلام الذاتية عبر الإنترنت التي تنشر معلومات غير قانونية، وما إلى ذلك. سيتم حظر الأنشطة التشغيلية غير القانونية العابرة للحدود للمؤسسات الأجنبية وفقاً للقانون، كما سيتم إدراج سلوكيات الكيانات ذات الصلة التي تنتهك القوانين واللوائح المتعلقة بإدارة النقد الأجنبي، ومكافحة غسل الأموال، والأمن السيبراني وإدارة المعلومات، وحماية المعلومات الشخصية، وما إلى ذلك، ضمن نطاق الإصلاح.
