کمیسیون تنظیم مقررات اوراق بهادار چین و هفت نهاد دیگر به طور مشترک «برنامه اجرایی برای اصلاحات جامع فعالیتهای غیرقانونی برونمرزی اوراق بهادار، آتی و صندوقها» را صادر کردند.
گزارش شده است که هدف کلی این «برنامه اصلاحی»، اجرای اصلاحات متمرکز طی دو سال، ممنوعیت کامل فعالیتهای غیرقانونی برونمرزی موسسات خارجی فعال در حوزه اوراق بهادار، آتی و صندوقها، و دستیابی به هدف اصلاحی «ممنوعیت قاطع فعالیتهای غیرقانونی و پاکسازی تدریجی موارد موجود» است.
اهداف این اصلاحات شامل موسسات خارجی فعال در زمینه اوراق بهادار، آتی و صندوقهای غیرقانونی برونمرزی، نهادهای داخلی مرتبط یا همکار که به موسسات خارجی در عملیات غیرقانونی برونمرزی کمک میکنند، واسطههای غیرقانونی که سرمایهگذاران داخلی را جذب میکنند، پلتفرمهای اینترنتی و رسانههای آنلاینی که به طور غیرقانونی اطلاعات منتشر میکنند و غیره میباشد. فعالیتهای عملیاتی غیرقانونی برونمرزی موسسات خارجی مطابق قانون ممنوع خواهد شد و رفتارهای نهادهای مربوطه که قوانین و مقررات مربوط به مدیریت ارز، مبارزه با پولشویی، امنیت سایبری و مدیریت اطلاعات، حفاظت از اطلاعات شخصی و غیره را نقض میکنند نیز در محدوده این اصلاحات قرار خواهند گرفت.
