European Banking Authority Designates USDC as Significant E-Money Token
The European Banking Authority has classified USDC as the EU's first significant e-money token under MiCA, effective from November 12. This designation introduces an additional layer of supervision for Circle's euro-area issuing entity. The announcement was made on October 14. The EBA will take direct responsibility for specific prudential areas of USDC supervision, while French regulators will retain other oversight functions. Circle Internet Financial Europe SAS issues USDC within the EU. The EBA noted that 45 e-money tokens have been notified under MiCA, with USDC being the first to achieve significant classification. This marks a milestone in the implementation of Europe's crypto regulations rather than the launch of a new stablecoin. The supervisory responsibilities include oversight of own funds, reserves, liquidity, and recovery or redemption planning. France's ACPR will continue to oversee governance, outsourcing, and the suitability of key personnel. The significant-token designation increases scrutiny on stablecoin risks, particularly during periods of high withdrawal demand. While a clearer line of supervision may assist European banks and payment companies in due diligence, it does not eliminate market, custody, or operational risks.
