A7 Network Designated as Major Transnational Criminal Organization by U.S. Treasury
On October 1, the U.S. Treasury announced that it has designated A7 Network as a "major transnational criminal organization" and is taking "economic blockade actions" against it. The Financial Crimes Enforcement Network (FinCEN) plans to prohibit fund transfers related to A7 Network's sub-agents and requires financial institutions to identify and report suspicious transactions. Investigations have shown that A7 Network is linked to Russia and has been utilized by Iran to evade sanctions, disguising fund flows as normal business activities. A7 Network's sub-agents processed over $17 billion in transactions from January 2025 to June 2026. A7 Network claims that as of January 2026, it processes over 2,000 transactions daily, with a total transaction volume exceeding 7.5 trillion rubles, approximately $91.5 billion. The network is accused of providing funding channels for Iran's oil sales and arms procurement and conducting transactions with entities involved in Iran's "shadow fleet." A7 Network is also associated with the Iranian digital asset trading platform Nobitex and has facilitated fund flows related to North Korean hacking attacks on cryptocurrency trading platforms. The A7A5 Token mentioned in the announcement is used by A7 Network to evade sanctions, helping sanctioned infrastructure providers profit.
