ATVs for the Armed Forces Exempt from VAT, Excise, and Duties
The Verkhovna Rada on September 3 adopted bills that exempt the import and supply of ATVs and all-terrain vehicles for security and defense forces from VAT, excise tax, and import duties. The benefits also extend to components for the production of drones, electronic warfare systems, weapons, and ammunition. Parliament supported bills No. 15463-1 and No. 15464-1, which were voted for by 271 and 272 deputies respectively, with no votes against or abstentions. The bills exempt operations for the import and supply of ATVs and all-terrain vehicles under commodity codes 8703 and 8704 of the UKTVED, provided that the equipment is intended for security forces, the Armed Forces of Ukraine, or contractors of state defense contracts. The rules for applying tax and customs benefits for the import of components for the production of reconnaissance systems and weapons are also clarified. The changes aim to eliminate discrepancies in the application of benefits, especially when purchases are financed through international aid. The new rules are expected to ensure a unified approach to the customs clearance of defense-related goods.

Today’s market narrative was shaped by a recovery in crypto risk appetite and a deeper extension of the AI investment theme. Bitcoin moved back above $81,000 as macro pressure eased at the margin, while NVIDIA’s acquisition of Hugging Face underscored the strategic shift from compute dominance toward control of model ecosystems and developer access points. At the same time, results from Snowflake and Ciena reinforced that AI spending is spreading from semiconductors into software and network infrastructure.
