Basel Committee on Banking Supervision Reviews Virtual Asset Exposure Standards
The Basel Committee on Banking Supervision (BCBS) is reviewing the prudential standards for virtual asset exposure, which are set to take effect on January 1, 2026. During a meeting on May 20, the BCBS stated that it is rapidly progressing with the review of specific elements and will provide updates within this year. At the meeting on November 19, 2025, it was decided to expedite the review of certain standards due to recent changes in the virtual asset market. The current standards classify virtual assets into groups, with assets classified as 'Group 2b' subject to a risk weight of 1250%. The International Swaps and Derivatives Association (ISDA) has urged the BCBS to postpone the implementation of SCO60 and to readjust the current standards, arguing that they do not adequately reflect actual risks. The Bitcoin Policy Institute pointed out that the 1250% risk weight acts as a barrier to banks entering the service market. The BCBS is the standard-setting body for international banking prudential regulation, with 45 member institutions from 28 jurisdictions participating. The Basel standards may serve as a reference for domestic banks dealing with virtual asset-related services, and the BCBS is expected to disclose further progress on the review within this year.
