EU Allocates €1.08 Billion for Municipal Projects in Ukraine

The European Union has announced funding programs for Ukrainian communities amounting to €1.08 billion. The funds will be directed towards projects in the areas of heating supply, water supply, waste management, energy efficiency, and social housing. The programs will be implemented under the Ukraine Investment Framework with the participation of international financial institutions such as BGK, AFD, the European Investment Bank, and NEFCO, as well as Ukrainian banks: Sberbank, Ukreximbank, and Ukrgasbank. Community representatives noted issues hindering investment attraction, including a lack of qualified personnel and high debt burdens. Deputy Minister for Community and Territorial Development Oleksiy Ryabikin emphasized the importance of accessible financing for communities amid the war. Additionally, the Swiss-Ukrainian tool PPF4Ukraine has been launched in Ukraine to prepare municipal projects with grant co-financing of up to 20% of their costs.
