Fuel Crisis in Russia Disrupts Railway Operations

The fuel crisis in Russia has impacted industrial rail transport due to disruptions in diesel fuel supplies. Operators of access roads, responsible for transporting goods from factories and mines, are facing sharp increases in diesel prices and difficulties in procurement. Over 80% of all cargo in the country, including coal and metal, is transported via non-public tracks. In the first half of 2026, the load reached nearly 549 million tons. Industrial transport relies on diesel locomotives, and there is no substitute for diesel. Diesel prices in some regions have reached 150–180 rubles per liter, more than double the level at the beginning of the year. The "Promzheldortrans" association has appealed to the Ministry of Energy for priority diesel supply, warning of a critical situation for the industry. The shortage of petroleum products in the country is due to the loss of about 40% of refinery capacities due to attacks. Gasoline production has fallen to 75–80 thousand tons per day against a peak demand of 115–120 thousand tons. Fuel sale restrictions have been introduced in 80 regions.
