IMF Begins Negotiations with Ukraine on Economy and Budget

The International Monetary Fund mission, led by Gavin Gray, has started negotiations in Kyiv with representatives of the Ukrainian authorities. During the visit, current and prospective economic indicators for Ukraine, the fulfillment of commitments regarding macroeconomic and structural reforms under the Extended Fund Facility (EFF) program, as well as the draft state budget for 2027, are being discussed. The mission is part of the IMF staff's ongoing visit to Ukraine. An agreement at the staff level was previously reached on the first review of the four-year EFF program, which opened access for Ukraine to financing of $690 million under a program totaling $8.1 billion after meeting key indicative targets. According to IMF estimates, Ukraine's financial gap in 2026-2029 will amount to about $136.5 billion, of which $63 billion is expected in 2026-2027, even considering already confirmed international assistance. The IMF Executive Board approved a new four-year EFF program for Ukraine worth $8.1 billion on February 26.
