Kazakhstan's Deputy Prime Minister Meets Zhao Changpeng, Signs Two Cooperation Memoranda
Kazakhstan's Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development, Ghaslan Madiyev, met with Binance founder Zhao Changpeng on September 4. The two sides discussed topics including the development of Kazakhstan's digital economy, the introduction of new technologies, and the construction of digital and computing infrastructure. During the visit, the delegation introduced the concept of CryptoCity in Almaty, the Data Center Valley project, and the collaboration between Binance Pay and Almaty banks. They signed two memoranda: the first focuses on digital assets, digital and computing infrastructure, and innovative payment solutions, including the issuance of stablecoins in Kazakhstan, improving digital asset payment infrastructure, and optimizing related tax and judicial systems; the second involves cooperation under the investment tax resident program framework. Zhao Changpeng later visited educational projects such as TUMO Astana and Tomorrow School under the Astana Hub.
