Ripple and Arf Launch RLUSD Settlement Financing for Cross-Border Payments
Arf announced RLUSD settlement financing on the XRP Ledger on October 22, targeting funding mismatches in cross-border payments. The financing is designed to cover short gaps while payments settle, with loans typically repaid within one to five days. Arf reported $10 billion in annual settlement activity, not related to a new RLUSD loan pool or a commitment to buy XRP.
The need for this financing arises when a remittance company owes money today but receives the corresponding settlement tomorrow. Temporary financing can bridge this gap, provided the lender understands the repayment timeline. Loan underwriting remains crucial, as a blockchain cannot establish the quality of a borrower's business or guarantee timely receivables.
Arf's plan differentiates direct financing from a later phase utilizing native vault and lending capabilities, contingent on XRPL protocol amendments. The distinction between loan assets and network assets is significant for XRP users, as dollar-denominated principal measures credit, while transaction fees and account reserves reflect different ledger uses.
The announcement sets a commercial direction and implementation plan, raising questions about the amount of dependable working capital reaching payment firms and its timely arrival before payout needs.
