U.S. Committee Votes on Bitcoin Strategic Reserve Bill

On September 16, 2026, the U.S. House of Representatives Financial Services Committee will discuss bill H.R. 8957, known as the Strategic Reserve of Bitcoin and Cryptocurrencies. If approved, it will need to be voted on by the House and the Senate. The bill stipulates that the bitcoin in the Reserve must remain untouched for a minimum of 20 years, prohibiting its sale, exchange, or auction, except by court orders or for national security reasons. After this period, the Treasury could recommend selling up to 10% within two years. The proposal, presented by Nick Begich and Jared Golden, aims to codify the policies of Executive Order 14,233, signed on March 6, 2025, which created the Strategic Reserve of Bitcoin. Additionally, it includes transparency requirements such as quarterly reports and independent audits, and allows states to maintain funds in segregated accounts. It also mandates studying ways to acquire more bitcoin without new taxes or debt. The legislative process requires the Committee's approval, followed by votes in the full House and Senate before being sent to the president for signature.
