U.S. Debt Ceiling Expected to Reach $41.1 Trillion, Congress Considers Early Action
The U.S. federal debt continues to rise, projected to exceed $41.1 trillion by 2027. After the Treasury's extraordinary measures are exhausted, Congress will need to raise or suspend the debt ceiling to avoid potential default risks. Some Republican lawmakers are considering addressing the debt ceiling during the "lame duck" session after the November midterm elections to prevent Democrats from using it as a political bargaining chip if they regain control of Congress. Fiscal conservatives within the party oppose an unconditional increase in the borrowing limit, demanding simultaneous spending cuts and fiscal reforms. House Speaker Johnson holds only a slim majority, and advancing legislation in the Senate requires 60 votes, still needing Democratic support. Democrats have hinted that if they regain control of Congress, the debt ceiling could become a significant leverage point against the Trump administration. The 2023 debt ceiling crisis brought the U.S. to the brink of default, leading Fitch to downgrade the U.S. sovereign credit rating from AAA to AA+. The new round of debt ceiling negotiations may pose significant political risks before and after the midterm elections.
