Budget 2027: Lecornu promises no new tax and a reduction in the surtax
Sébastien Lecornu assured businesses that there would be no new tax in the 2027 budget and confirmed a reduction in the exceptional contribution for large companies. This surtax on corporate tax, introduced in the 2025 budget, will be eased but not completely eliminated. Lecornu also promised to preserve the Dutreil pact, which offers exemptions during the transfer of family businesses. The government plans to create a 'Papin pact' to facilitate the transfer of businesses to employees. A 'silence means consent' measure will be tested, allowing certain companies to consider the absence of a response from the tax administration after three months as acceptance. Lecornu emphasized that this reform aims to strengthen business confidence. These announcements come amid a tense context surrounding the 2027 budget, with rumors of increased levies on employee savings. The government is also examining savings for households, including a higher contribution from wealthy retirees. The letter to entrepreneurs highlights a favorable line for businesses, but these commitments must be translated into the finance bill.
