Capital Outflow from Russia Exceeds 130% of GDP Over 25 Years

Over the past 25 years, the total capital outflow from Russia has exceeded 130% of the annual GDP. In the real sector of the economy, the outflow amounted to more than 110% of GDP from 2001 to 2025. In the last ten years, the real sector has lost about 3% of GDP annually, while total economic losses consistently amount to 4-5% of GDP. Peak outflows occurred in 2022 (over 12% of GDP), 2014 (over 10% of GDP), and during the global financial crisis of 2008-2009 (around 10% of GDP). The Central Bank of Russia has classified statistics on capital withdrawal by the private sector since the start of the full-scale invasion. From 2001 to 2021, $780.8 billion was withdrawn from the country, exceeding the annual federal budget. The net foreign assets of the Russian non-financial sector account for more than 40% of current GDP, equivalent to over 85 trillion rubles. Analysts suggest taxing foreign assets and conducting a capital amnesty to bring funds back to Russia.
