New Rules for Connecting to Power Grids in Ukraine Effective September 1, 2026
Starting September 1, 2026, new rules from the National Commission for State Regulation of Energy and Public Utilities (NERC) regarding connections to power grids will come into effect in Ukraine. The updated regulations include flexible connections, separate accounting for energy intake and supply, as well as a mechanism for shared infrastructure use by multiple facilities. The new mechanisms include: flexible connection of electrical installations considering the available network capacity; separate accounting for intake and supply capacity; shared connection points for multiple electrical installations; combinations of storage and generation systems; new commercial accounting rules for storage systems and various electrical installations; and updated connection fee calculations. The changes were developed by NERC in accordance with Law No. 4777-IX dated February 10, 2026. Transitional conditions are provided for energy storage installation projects that are in the implementation stage. Additionally, on August 31, 2026, NERC approved new conditions for incentive tariff formation (RAB tariffs) for distribution system operators aimed at modernizing outdated power grids and improving service quality for consumers.
