OpenAI Report Reveals Significant Gap in AI Tool Usage Among EU Businesses
On October 14, OpenAI's economic research team released a report highlighting a significant gap in the usage of AI tools among EU businesses. There are notable differences in the growth and intensity of AI usage between large and small enterprises. Businesses are not just asking questions to AI anymore; they are leveraging AI to complete tasks from planning to execution. The report indicates that in a sample of EU customers using ChatGPT Enterprise, Codex and ChatGPT contributed to over half of the output tokens. Since May 2026, the number of weekly active users of Codex and ChatGPT in EU small and medium-sized enterprises has increased to 8.1 times its original figure, with growth observed in all member states. Small and medium-sized enterprises are defined as those with no more than 200 associated users. The proportion of relevant output tokens in the sample ranged from a low of 22% in Slovenia to a high of 85% in Lithuania. Leading enterprises ranked in the top 10% by output tokens per active user in the sample included only ChatGPT Enterprise and ChatGPT Business accounts. In September, this metric for leading EU enterprises exceeded that of general EU businesses by four times, while leading enterprises outside the EU still surpassed those within the EU by two times, with EU-based companies accounting for only 10% of the world's leading enterprises.
