US AI Infrastructure Investment Accounts for 3.6% of GDP Annually, Implicit Debt Risk of $1.4 Trillion from Off-Balance Sheet Financing
Investment in AI data center construction in the United States is expected to total $10.3 trillion between 2025 and 2032, averaging 3.63% of GDP annually. This scale of investment is 1.6 times that of the peak period of railroad construction in the 19th century and more than three times that of the internet and fiber optic construction boom. Stijn Van Nieuwerburgh, a professor at Columbia Business School, pointed out that tech giants like Meta and Microsoft have capital expenditures that exceed their operating cash flows, with an increasing number of projects shifting towards leasing, joint ventures, and private credit financing, resulting in some debts not being directly reflected on balance sheets. For example, Meta's Hyperion data center project has approximately $30 billion in project assets corresponding to $27 billion in debt, leading to a debt-to-asset ratio of 90%. Van Nieuwerburgh estimates that the related financing structure has issued about $1.4 trillion in debt, of which approximately $700 billion to $800 billion is held by banks. He warned that if AI demand or project progress falls short of expectations, highly leveraged projects may face risks of equity value dropping to zero and creditor losses, which could transmit through the financial system. He recommends enhancing the disclosure of off-balance sheet debt and contingent liabilities to improve financing transparency, with regulatory focus on identifying potential risks to prevent the AI investment boom from evolving into systemic financial risks.
