At about 14:19 ET on September 15, the procedural vote to open debate on the digital-asset CLARITY bill failed by roughly 49 to 50, leaving it about 11 votes short of the 60-vote threshold and materially reducing the odds of passage this year. Bitcoin fell from about $78,200 to roughly $75,600–$76,000, down about 3%–5% on the day, while Ethereum slipped from about $2,515 to around $2,400 and roughly $770 million of positions were liquidated across the market. A policy vacuum, combined with nearly 95% hike odds, kept major tokens under pressure.

2)ARB Rises About 12% Against the Tape as Standard Chartered Sets a Long-Term Target
