China Broadens Capital-Market Support Tools, Cuts Re-Lending Rate

If these reported terms are formalized, the key policy change would not be a new rescue tool, but a cheaper and more durable funding channel for banks supporting listed-company buybacks and major-shareholder stake increases. That could make the mechanism more practical than a temporary arrangement. Its real impact, however, will still depend on implementation details that have not yet been disclosed, including timing, guidance on bank spreads and final borrower eligibility.

A supplied news flash says the People’s Bank of China, the National Financial Regulatory Administration and the China Securities Regulatory Commission held a symposium on two capital-market support tools and agreed on several adjustments. The reported changes include more participants and lower costs for the securities-funds-insurance swap facility, as well as a shift in stock buyback and increased-holdings re-lending from a phased arrangement to a long-term institutional framework, with the re-lending rate cut from 1.25% to 1%.

What the reported policy changes would mean

The flash describes further expansion of two separate support channels. For the swap facility, regulators would conduct operations more promptly, increase the number of participating institutions, lower swap rates, and improve collateral and operating arrangements. The reported change to the stock-repurchase and increased-holdings re-lending tool is more structural: it would move from a phased arrangement to a long-term institutional framework.

The clearest figure in the report is the reduction in the re-lending rate from 1.25% to 1%. Under the flash’s description, that 1% rate is the central bank’s funding cost for financial institutions; it is not necessarily the final interest rate paid by listed companies or major shareholders. The same flash says financial institutions would add a reasonable spread when extending related loans, leaving the end-borrower rate unspecified.

Put simply, the reported design would lower funding costs for banks using the tool and make the buyback-support channel more permanent. What remains unclear is when these terms would take effect and which final operating notice would govern them.

Who the two tools cover and how they fit earlier policy

Available historical snippets from government sources indicate that these are upgrades to existing tools rather than their original launch. A State Council website snippet says the Securities, Funds and Insurance Companies Swap Facility, or SFISF, was already operating by 2024/10/21. The same snippet says the facility serves eligible securities, fund and insurance companies, allowing them to use assets including bonds, stock ETFs and CSI 300 constituent stocks as collateral in exchange for highly liquid assets such as treasury bonds and central-bank bills.

Another supplied State Council snippet dated 2025/05/07 says the initially 500 billion yuan SFISF and the 300 billion yuan stock-buyback and shareholding-increase re-lending facility would operate under a shared 800 billion yuan quota. That earlier framework supports the view that the current flash concerns the reported optimization of standing market-support tools, rather than an entirely new package.

A supplied State Council Information Office briefing snippet dated 2025/05/14 provides further context on the re-lending tool. It says the maximum term for stock-repurchase and increased-holdings re-lending had already been extended from one year to three years, while the required proportion of listed companies’ own funds had been lowered from 30% to 10%. Together with the newly reported 1% re-lending rate, this suggests a policy direction aimed at making the tool easier for banks to use, although the latest borrower scope and detailed conditions have not been provided.

What remains to be clarified in the latest arrangement

The current report outlines the headline changes but does not provide implementation text. Several practical questions therefore remain open: whether the lower re-lending rate is already effective, which additional institutions can join the swap facility, and which revised collateral, pricing or operating terms will apply after the symposium.

The report also does not establish that every securities company, fund company or insurer will be able to participate. Earlier snippets support the broader institutional categories and indicate an expansion, but they do not resolve the final participant list or confirm whether access under the latest version will be universal or selective. For readers focused on the mechanics, the flash makes the policy direction clear, while the final rulebook remains unknown.
