HKMA Launches EnsembleTX Pilot Using RTGS, Eyes 24/7 Tokenized Settlement

For banks and institutional tokenization participants, the key shift is that HKMA has moved from sandbox-style experimentation to a regulator-backed pilot involving real value. This reduces uncertainty over the legitimacy of tokenized-deposit workflows and their settlement design, but it does not yet create a fully open, always-on tokenized cash market. The next material development would be an HKMA move to activate 24/7 tokenized central bank settlement or explicitly include licensed stablecoins in the pilot.
The Hong Kong Monetary Authority said on 13 November 2025 that EnsembleTX had launched as the pilot phase of Project Ensemble, allowing real-value transactions involving tokenized deposits and digital assets within a controlled environment. The official framework is more limited than a fully live 24/7 tokenized-deposit market: interbank settlement starts on Hong Kong’s existing HKD RTGS system, with 24/7 tokenized central bank money settlement described as a later upgrade path.
What HKMA has officially enabled with EnsembleTX
HKMA has officially moved Project Ensemble into a pilot phase called EnsembleTX, where participants can carry out real-value transactions involving tokenized deposits and digital assets inside a controlled environment. This is the confirmed status change set out in the authority’s November 2025 announcement.
The distinction matters because it moves EnsembleTX beyond a pure proof-of-concept stage without making it a broad public launch. In remarks published in March 2026, HKMA said EnsembleTX enables market participants to conduct real-value transactions and that the tokenization ecosystem would continue expanding with more banks and additional use cases.
Hong Kong’s government later specified the pilot’s initial focus: tokenized money-market-fund transactions, as well as real-time liquidity and treasury management. This means the currently supported use case is wholesale financial-market infrastructure rather than general retail crypto trading.
What the 24/7 settlement claim means in practice
HKMA’s official wording does not indicate that 24/7 tokenized-deposit settlement is already fully live. Instead, HKMA said interbank settlement of tokenized-deposit transactions would initially be handled through the existing HKD Real Time Gross Settlement system, while the pilot environment would be progressively upgraded to support 24/7 settlement in tokenized central bank money.
The current step therefore involves real-value activity within a pilot, while the always-on settlement layer remains a stated development path. This is a narrower and more precise interpretation than saying Hong Kong has already moved tokenized deposits to a complete round-the-clock settlement model.
For institutions, this remains significant. It shows HKMA is testing tokenized-deposit transactions involving actual value while initially relying on established payment rails, before potentially moving toward a tokenized central bank money framework capable of supporting continuous settlement.

How regulated stablecoins fit into the next stage
The supplied evidence does not show that regulated stablecoins are already part of EnsembleTX. What is confirmed is the regulatory backdrop: HKMA says the regime for fiat-referenced stablecoin issuers took effect on 1 August 2025, making issuance a regulated activity that requires a licence in Hong Kong.
This matters because any future stablecoin role in EnsembleTX would operate within an existing licensing perimeter rather than an unregulated crypto setting. In other words, the policy groundwork for a later extension exists, but the current supplied sources do not establish a launch date, settlement role, or technical design for stablecoins within the pilot.
For now, the clearest supported interpretation is that EnsembleTX is a real-value wholesale pilot for tokenized deposits and digital assets, while Hong Kong’s stablecoin regime defines the boundary conditions for any later integration.
