JCE faces a complaint over the offer of data from 7.1 million Dominicans

A publication attributed to the Central Electoral Board announces 7,141,313 records of citizens and 5,758,124 ID photos. The complaint has not yet been verified, but the scope and nature of the data pose significant risks to digital identity.

A large-scale offer

A publication observed on August 24, 2026, announces in a clandestine forum a supposed database belonging to the Central Electoral Board of the Dominican Republic. The material, attributed to an actor identified as GordonFreeman, would include information on 7,141,313 citizens and 5,758,124 photographs linked to identity documents, although the complaint remains unverified.

The disseminated file indicates that the data would be distributed in a 573 MB database file and a set of images with a total size of 19.4 GB. The mentioned formats are .DB and JPEG, while the publication does not indicate a price for the supposed package nor describe a specific mechanism for intrusion, extraction, or initial access.

According to information gathered by Dark Web Informer, the supposed set would contain ID numbers, a validity indicator of the registration, first and last names, marital status, dates of birth, gender, and place of birth. It would also include blood type, occupation, and ID photos associated with the records, a combination that raises the sensitivity of the case compared to a conventional leak of names or contacts.

The publication further claims that there is a sample of 500,000 records and presents censored screenshots as visual backup. However, the existence of screenshots or an announced sample does not alone prove that the information is authentic, recent, complete, or that it has been obtained directly from the electoral authority's systems.

Why photographs exacerbate the risk

The most delicate element of the complaint is the official ID photographs, as they allow for the association of a face with an identity number and other personal attributes. A record with a name, date of birth, and document number can already fuel attempts at impersonation, but a genuine portrait linked to that data can strengthen fraudulent processes that rely on visual proof.

The risk is not limited to opening accounts or contracting services. Full names, dates of birth, place of birth, and marital status can be used to answer security questions, build victim profiles, or design social engineering campaigns that appear legitimate, especially when operators combine several fields in a single interaction.

The complaint still needs to be verified

Dark Web Informer classifies the case as unverified and warns that the publication does not provide a plausible public source to explain the origin of the photographs. Electoral rolls can be published under certain circumstances, but official ID portraits linked to identity numbers are not usually part of that public exposure, so the authenticity of the images would be a decisive point in evaluating the complaint.

The same assessment holds that correctly pairing several photographs with the corresponding individuals would provide stronger evidence that the set contains real information. Nevertheless, confirming that some records are authentic would not necessarily demonstrate a recent intrusion against the JCE, as regional data can circulate for years, mix with old databases, or reappear under new claims.

What should happen now

There is no public confirmation from the JCE regarding this claim at the time of the consulted information, so there is still no institutional validation of the incident. A responsible response should establish whether the authority's systems recorded anomalous accesses, whether the photographs correspond to official documents, and whether the announced material matches historical databases or currently used information.
