Russia's Digital Ruble Surpasses 220,000 Accounts Opened in One Month—Significantly Exceeding Expectations

Strong Start for the Digital Ruble

On October 6, the Central Bank of Russia announced that since the introduction of the digital ruble on September 1, over 220,000 accounts have been opened by Russian citizens. This figure significantly exceeds the initial expectations of the central bank, as reported by Reuters on October 6.

Major Russian banks began the full-scale offering of the digital ruble, which is a Central Bank Digital Currency (CBDC), on September 1. Accounts can be opened through the apps of participating banks in the project.

Elvira Nabiullina, the Governor of the Central Bank of Russia, commented during a meeting on September 23 (when nearly 200,000 accounts had been opened), saying, "We expected around 60,000 accounts by the end of the year, so we can say that interest is high."

President Vladimir Putin expressed during this meeting that the digital ruble has become a genuine means of payment. He also urged the central bank to carefully explain to the public the differences and advantages of this compared to traditional cashless payments.

Supporters argue that the introduction of the digital ruble could help prevent tax evasion, ensure the proper use of social security benefits, and improve the transparency of government procurement.

Additionally, Deputy Governor Zulfiya Khaifumanova of the Central Bank of Russia mentioned in September plans to introduce a feature allowing cash withdrawals directly from ATMs using digital ruble accounts in the future. Previously, it was necessary to transfer funds to a bank deposit account first, but this step will no longer be required.

Avoiding Sanctions as a Possible Background

Andrei Kostin, the head of VTB Bank, indicated last month at an international banking forum hosted by the Russian Banking Association that there are expectations for building a cross-border payment system utilizing the digital ruble.

He pointed out that, aside from utilizing VTB's overseas branches and some deployments of the Russian Savings Bank in India, many international payments remain complicated due to the need for intermediaries. He continued that with a digital payment system, a more reliable and systematic framework for operations could be established.

Furthermore, Governor Nabiullina of the Central Bank of Russia has indicated that the platform for the digital ruble can be aligned with similar systems used by Russia's partner countries for international payments.

One of the backgrounds for Russia accelerating the development of the digital ruble is the difficulty in making payments with major trading partners such as China and India due to economic sanctions imposed by Western countries following the invasion of Ukraine.

The EU (European Union) added the digital ruble of the Central Bank of Russia to the list of sanctions in April.
