White House Faces Staff Exodus Ahead of U.S. Midterm Elections as Several Key Trump Aides Depart

On September 1, as the U.S. midterm elections approach, the Trump administration has seen a flurry of personnel changes. In the past month, several key aides, including the White House Press Secretary, Chief Legal Advisor, National Security Advisor, and Senior Congressional Liaison, have left their positions, with more officials expected to depart in the coming months.

Recent reports indicate that U.S. Army Secretary Daniel R. Driscoll has submitted his resignation to Trump. Driscoll has had disagreements with Defense Secretary Mark Esper regarding the direction of the Army's development and the fate of several senior generals, and he is expected to leave the Pentagon in the coming days. Previously, Army Chief of Staff Randy George and U.S. Army Europe and Africa Commander Christopher Donahue also resigned, continuing the personnel turmoil at the Pentagon.

The White House has also seen the departure of several senior aides, including White House Press Secretary Caroline Levitt, Director of the White House Office of Legislative Affairs James Bred, White House Counsel Dave Whirling, and White House Pardon Attorney Ed Martin. Meanwhile, some departing officials will remain in Trump’s political circle, continuing to participate in related affairs in advisory roles.

U.S. analysts believe that the departure of multiple key aides may not immediately paralyze the government, but with the midterm elections approaching and the Republican Party facing the potential loss of congressional control, the rapid turnover of personnel will further increase the uncertainty of Trump’s administration in its second half.

The Trump administration is currently accelerating personnel adjustments and political arrangements, recalling some senior advisors to manage midterm election messaging and campaign coordination. Trump has also appointed Cabinet Secretary Will Scharf to replace Whirling as White House Counsel to address potential congressional investigations that may arise if the Democrats regain control of the House.

As power further consolidates among a few remaining core figures, insiders at the White House believe that the Trump administration will not only need to fill numerous vacancies but will also face the challenge of rebuilding its decision-making and management systems before the midterm elections.
